transmission is newly rebuilt and wont shift into 3rd gear

Default transmission is newly rebuilt and wont shift into 3rd gear
I have a 1989 chevrolet 2500 4x4 and recently rebuilt the tranny which is A 700R4. the tranny was completly rebuilt all the way through. I need help is there anything with the electrical part of the transmission that would cause it not to shift to 3rd gear?

is your TV cable adjusted properly

Rebuilt trans now has no 3rd or 4th gear.
