Default 1998 chevy blazer 4x4 problem ..please help

hey guys.. i have replaced everything.. actuator under battery, actuator cable, acuator switch on top of transfer case, and the 4x4 dash switch.. puzzled..please help..

Check all the vacum lines in the system for cracking or maby they just broke

already did ..got plenty of vaccum, actuator is going all the way in and is pulling cable smoothly.. just not engaging front differential for some reason??
