It appears the truck is in Nevada. If you look at the title on craigslist it says $700 Nevada.
So first you better check that out.

looks like a reasonable price if its a roller but you need to get it home
does it include those wheels and tires

Peeps that nevada Missouri not las vegas,I wouldnt buy it but if you got the cash I`d try and talk him down to $550

Only reason why I know is I lived in Missery for 5 years and travel all over the state.Its also a small town outside of KC
