I have a 4.3 vortec and does anyone know why there is gas stuck in the cylinders?

Fuel pressure regulator failure? What year of vehicle are we talking about here? Well, actually, is it a CPI (tb pointing towards the front of the truck) or an SCFI (tb pointing towards the hood) motor?
