I got the same CAI from Chrome Intakes.
"This filter is very easy to clean using K&N recharger kit, it is washable and reusable, so you save more money and save the Earth" The K&N recharger kit includes oil. Just don't go too heavy on the oil or you can mess up the MAF sensor.
Look in their FAQ's & if you're still in doubt - email them & ask to be sure.

How will I know when to clean it?

they start drying up or not looking the color that they turn when you first spray it. . . i did my every 4-6 months depending on how much trail time i had and also depending on how much i spent in dusty areas. dust will just speed up the time you have to clean it

I didn't see it in the add but does anybody with this kit or that knows about, does it come pre-oiled?

The filter in one of the pics I saw looked red but I'm not sure if they're using the red K&N oil or if they simply have a red filter to make it look like a K&N.

Well the picture in my link is not a k&n... I guess it's just a knock off or whatever...

My mom's Grand Caravan has a K&N on it, since it see's only paved streets it hasn't need oiling in years. It's been on since 2006, I checked it the other day and it's barely dirty at all, looks almost new. I'll probably clean it and re-oil it soon.
