I'm not sure if this is in the right section but I went to go lift the front end because my brother in law lowered it and found out the adjuster bolts are missing. I don't have access to a local junk yard so I'm wondering, can I use any off the shelf bolt that fits in?

I believe that the factory bolts are forged metric grade 12.9 which isn't something you are going to find in a general hardware store setting. You may be surprised at the cost from your local GM dealer; as in it might not be that bad to just get the proper bolt from them. Last I looked, I believe that GM Parts Direct had them listed for $2.50 each and typically will charge no less than $10S&H.

You could probably use an over the counter metric grade 10.9 (equivalent to standard grade 8) fully threaded bolt, however you will need to modify the end of the bolt by grinding it down to a rounded tip as well as smoothing off the sides near the rounded tip to prevent damage to the threads which would otherwise result from the contact with the cup in the torsion bar key. Damaged threads would make it very difficult to remove if needed later on down the road.

I cannot remember the exact length for the s-series, but the ones on my old Tahoe were about 3" long and I think they are basically the same. The trick is going to be finding a 3" long grade 10.9 bolt that is fully threaded. They are M12x1.75 bolts though from what I could find through searching.
