drl stay on while off taillights dont work
 

i havr a 96 s10 blazer 4x4 that the drl stay on even with blazer off unless i take the fuse out and while they are on my normal lights dont work so i left fuse out so i can use normal headlights but when they come on the taillights dont and my top break light only comes on i checked fuses and they are good i also check relay under glove box. and the 3 under hood and they seem to be working so now i am puzzled on whats wrong and need help.
