Fuel gauge issue
 

I got an 88 K5 and my fuel gauge wont read lower than 1/4 tank. It works un til then. I checked the ohms and with tank empty it was about 40 with it fluctuating a little. I cleaned up the ground from the sending unit too. The only other thing it could be is the unit itself right?
