Default I need help!!

Okay so ive had 10k hids on my 1999 chevy blazer for about 2 months and everythings been okay. then one day the driver side Hid was dimmer than the passenger side. I checked the ballasts and replaced the bulb and still nothing. I replaced what i thought was the ground and now its seems to be alright. then today we had alot of rain and i went to go drive My Low beams where on with my Daytime running lights and the passenger side Low beam was out. Im literally lost. Why would both my daytimes and my low beams be on when i go to switch on my low beams manually? could it be the switch maybe? relay? any advice would be great! thanks

I would start checking all your grounds. There are a few in the harness the screw to the radiator support.
