Key Fob Programming Issue
 
So I have a 96 LS Blazer and I decided to get one of the OEM key fobs. I can't seem to get the car to activate the programming mode though. I know about the pins in the OBD2 reader and nothing happens when I put a jumper in them. Fuse isn't blown and the OBD2 port has power. Anyone have any ideas?

The infamous bastard ODB 1.5 can apparently exist in 1994-1996 GM vehicles with 12 or 16 pin diagnostic connectors and various pinouts. Ours appear to be mostly or all 1995 but ...

You said you have a 16 pin connector so now we should verify that the following pins are populated with metal contacts: 2, 4, 5, 8, 9, 13, 16. If so then jumping 8 and 4 should cause the doors to lock/unlock to signal the initialization of keyless programming mode. Does this happen? If not try 8/5 because 5 is also a ground like 4.

In relation to the diagram, I have pins 2, 4, 5, and 8 for the top row. For the bottom row I have 9 and 16.

I forgot to mention, I already tried using 5 as a ground as well but to no avail.

So you jumper 8/4 or 8/5 and the locks do not react?
