I suppose in a fiberglass car, and a light right foot you might get 20mpg...which is hardly a lofty MPG goal in 2009.
The notion that any car with a 350 is fuel efficient is rather absurd. The ones I've owned or driven (all fuel injected) ranged between 12 and 17. My dad's Corvette gets great mileage if you drive it really gently...of course it weighs next to nothing, and is very aerodynamic. Drive it like it's intended though, and the mileage plummets.

EPA Econ CITY/HWY 16/27 mpg

hmm i think they change the mpg on some cars to make them qualify.
since the epa rated new in 1996 a camaro with 16/27 combined thats like 21
but cars.gov says combined is 18, just low enough to make it. what a joke

The 1996 absolutely DOES quality for the program, even the full $4500 if you choose an appropriate replacement vehicle. Look it up.
EDIT: Ah, I see you did look them up! BTW, the EPA mileage guidelines were changed in 2008, long before the CARS program. They are MUCH more realistic now, and closely match what I actually get in my cars.

our 1990 corvette regularly gets 22-25 combined. all stock. We do drive it hard, but we dont stomp the gas from a dead stop. You can haul **** in it, but you have to gradualy get up to speed...........Its all how you drive it i guess. We dont drive our much though....

4) Huh? Depending on which engine is in the TrailBlazer, it has 100-200 more hp than your Blazer does.
8) Your Blazer does qualify under the CARS plan. Click here.

The website you linked me to says COMBINED milage of 17 mpg
Mine gets 17 mpg in the city 24 on the highway combined thats around 20-22, which is above eth 17 combined minium
And as for Trailbalzers haveing 100-200 more HP than mine does, sorry man but you gotta show me proof of that one, and I never said anything about hp, I said lets see one go where I can go stock for stock, mines ready as we speak

OTOH I've borrowed the car, and gotten substantially worse mileage...and enjoyed every moment of it!
So like you say, a lot of it depends on how you drive.

You didn't click the link, did you? Your Blazer does qualify...EPA combined MPG is 17. Forget about what you perceive your mileage to be, just fill out the form and check the results.

You didn't read the part about COMBINED milage dod you?

In your original post, the #4 item said, "My 1989 S-10 Blazser has more power than a Trail Blazer". It does not. The Blazer 4.3 puts out ~190hp whereas the TrailBlazer (depending on the engine in it) makes ~290-390hp. You don't have to take my word for it, just look it up online. I never addressed the question of whether a TB can "go where you can go", that was Kyle.
As for whether your gas mileage qualifies your Blazer for the C.A.R.S. program, your personal average mileage means nothing. It is based on the EPA figure for average fuel economy as published in the link I posted.
Hope this clarifies things.

Good grief, this is all so basic.
