Body prep for repaint

OK, where to start? I have my son's ex blazer (I have reclaimed it) and it needs some panel banging here and there and new hood and some other tweaks and such. The right side of the truck behind the passenger door is straight, but it was "egged" by some morons and the son never got off his arse and washed the eggs off... so the paint has been pretty much destroyed. I thought about masking that panel off, sanding it and prepping it for a coat of paint as no body work is required there. How "low" should I go? Should I take the paint down to the metal and start over there, or would a prep sanding and primer be good enough? I'm trying to not have to paint the entire truck.. the doors and a few panels really need it. Of course its a black on black truck.. *sigh*
