Good day to all of you here.

Most likely, you're going to need to sand it and repaint it. If its as rough as you say it is, a polish and a rag (or buffer) wont work. Tape it off, wet sand it and then get some good paint and clearcoat! Best of luck!

way back when i used to detail cars in the late 90s we would commonly buff those out, the plastic there and that black plastic that went up on the doors of gm cars and trucks too.... but yeah that looks beyond repair. almost looks like someone rhinolined it but i think its just very faded

You could use a light body filler to smooth out, then paint. Possibly a body glaze as it's lighter and thinner to apply.
