swing arm

I want to remove my swing arm and tire carrier.Does anyone make any kind of plug for the bolt holes left in the body?

You should be able to find something at a hardware store. I don't think anyone makes plugs specifically to fill the holes that will be left, though.

Depending on the color of the truck, you can get clear or black silicone and fill the holes so if ya ever wanted to put the arm back on ya just need to remove the silicone from the holes...

Bondo is NOT a hole filler. It will crack and fall out. Easiest way to fill the holes and not to paint and bodywork is to go to an auto parts store that sells the push in plastic plugs that are used to hold on interior panels or underhood insulation. They make them in various sizes and thickness of the push in part. Get the right size to fit your holes. First lightly scuff the head of the plug with some sand paper then put some primer and touch up paint on it to match your color. Once dry, Put a dab of silcone on the hole on the truck then push the plug in place and let it dry. It's quick and easy and a hell of a lot cheaper than paying a body shop to weld up the holes and repaint the vehicle. I did this on my 92 Blazer. For the tailgate you could always find another tailgate without the spare tire mount and swap them. You can see them in this pic:
