Westin light bar problem

I am trying to install my westin light bar and I have the 98-04 blazer mounting hardware on my blazer. when iwent to bolt the bar on the brackets it wont fit because the bumber is in the way has anyone else had this installation problem???

sounds like the brakets are on backwards---try flipping them...
