Judging from the texture on the front of the hood, that could be a complete bedliner paint job.
Craigslist or similar is probably the only way you'll find flares for a blazer that has been out of production over 20 years. Here's a set of 1st gen Blazer fender flares for sale that look similar: https://cedarrapids.craigslist.org/p...434727020.html |

To me they look like the stock 94' ones.
