1-2 servo help

i have a 02 trailblazer ltz the 1-2 servo i think the outer cap is rusted in i have the ring clip out and the cover cap will not spin or go in and out so what will happen if i start my car and put it...

yes the 1/2 servo snap ring is out but the servo will not move i used a pip ranch and a hammer to try to get it to spin and there was no luck it will not go in or out spin nothing
