Well I think you are mistaken again. DRL's are NOT your headlights, they just make your vehicle more visible at night, nothing else including marker lights or your dash would come on with them on....

The parking brake doesn't ratchet but you can feel it engage when you put it down and idle in drive so it would be just barely creeping along. It just wont ratchet and catch, how do I fix it?
