on that diagram of the thing that goes in the drivers side fender, theres a circle in the center (sort of). the nipple for the vacuum line in recessed in there and very hard to find and get the line...

I just went to advance auto and got the bolt on one that they stock and bolted it on to my 99. it was 200 bucks plus I bought new bolts since I snapped all the old ones off getting them loose.

My 99 does the same...only with the ac on in stop and go traffic with the temps above 90 degrees outside...i just turn the heater on if the temp guage starts going over 210 by much...this drops it...

mines a 99 and it only had hangers in the rear. two but I had to cut one off. none in the front- didn't really need one there since it bolted up so tight to the exhaust....
