That would be a good price for the blast and paint but even though there are good auto paints, I do not beleive the good iso's are even made, you will have rust again in a couple of years especially...

First turn your key to the on position (dont start) you should hear the pump if it is good. If not ck all wiring (aka jiggle test ) and fuses.

Some diferentials do not have drain plugs and you must remove the cover. Some are on the bottom. I have both kinds, the upside on having to remove the cover is that you can inspect the condition.
