Stupid sway bar question

Should there be nuts on each end of the bar. I had noticed there is the two bolts up through to hold it on but there was no nuts on the ends and it just looks weird.

so in other words if you take the motor off and reset the tccm and put the motor back on then the tccm will still reconize the fualt and it would work.
