Does that remove the whole cylinder? I just need to remove the plastic part that covers the cylinder and prevents the top wheel trim from being removed

The ignition is fine, it's the switch that went out. To get to the switch though I have to get that top...

To start off I have a 95 Blazer 4wd with the 4.3 Vortec. It ran perfectly until on one trip (before I had it, it was a family members) it died and wouldn't start again. You turn the key and it cranks...
