I would say the hose is the vent line for the front diff. (a vacuum line would not dead end like that) the plastic cap is a filter to help keep dirt out, Make sure it stays up high to avoid pulling...

Sounds like a leak to me. It could not burn that much fuel and come close to running right unless you never get out of 2nd gear. Get it scanned for codes and go from there.
