1998 chevy blazer 4x4 problem ..please help

hey guys.. just need a lil help on what might be goin on i replaced actuator under battery, acuator cable, vaccum switch on top of transfer case, switch in dash..got plenty of vaccum and it seems...

already did ..got plenty of vaccum, actuator is going all the way in and is pulling cable smoothly.. just not engaging front differential for some reason??

hey guys.. i have replaced everything.. actuator under battery, actuator cable, acuator switch on top of transfer case, and the 4x4 dash switch.. puzzled..please help..
