Vent Valve on Gas Tank

My '97 jimmy (4dr., 4wd) has a "fuel tank vent valve" on top at the front of the tank.
Has anyone ever had to replace this, and if so how ?

I am having the following problems with my 1997 Jimmy 4.3L:

First problem: When I turn the key to the "ON" position, the diagnostic lights (brake, battery, air bag, ect.) do not come on right...
