Mine worked without that line hooked up. A better way to troubleshoot would be to pull the battery tray and see if the cable is moving. That will tell you if its vaccuum or other.

All fixed. Transfer case seal, vacuum switch, 4x4 dash switch. Works like a champ. While at the junk yard I picked up a handful of encoders and TCCMs out of 233 cases if anyone needs one.

The lines do have some fluid, albeit just a little. I was able to pull the ashtray out and saw some there. Hoping the tranny seal isn't bad, but it is what it is.
