I just fixed mine, i was having the same problem. It was a blocked heater core. Try flushing and back flushing the heater core.

Once it warms up to 160 it will drop some and then go back up. It will actually fluctuate 10-20 degrees alot while driving actually depending on if i am sitting idling at a light, or accelerating.

Because if it is seized and the fan isnt running at all wouldnt that actually make...

Try wiggling your hazard light switch and see if the brake lights will come on. Also just check to see if your hazards are even working. It is probably linked to that switch, thats what it was on...
