you did not brake off the nipple. It is located right under the mounting bracket, so it is hard to find, but it is there, I promise. You don't need to remove a thing.

ok. One hose goes to the Vacuum Resevoir (Ball), one goes to your heat/ac controls, one goes to your intake. Hope it helps.

Actually, you don't have to move anything. The hose which runs to the vacuum resevoir sits on a nipple which pokes through into the engine compartment right under the power brake assembly mounting...

Sounds like a vacuum leak, for sure, or stuck relay would explain the time delay? I would follow the vacuum line coming from the intake to a 'T' valve, or 'one-way' valve, and check the two attached...
