If your odometer is digital, the memory is in the cluster,NOT the BCM. If you have an analog odometer then the answer is obvious (I hope). The Feds won't freak out as long as you don't try to deceive...

Yes, just pull the fuse in the fuse block. Don't go bending pins. I believe the fuse is even labeled "DRL" The only disadvantage to this is that you lose your automatic headlights when it gets dark...

My brother-in-law (97 blazer) put 30 9.50 with no lift on stock rims with no problem. He also tried 31 10.50 but hadsome rub on the frame. He cranked up the torsion bars (not ideal for the ride)....
