Won't start and has a burning smell under hood

I have a 1996 4.3L V6 4x4
It is trying turn over but won't. There is a burning smell under the hood, it isn't oil or fuel.

I have replaced the ignition control module and the ignition coil pack...

My power door locks stop working, I opened the fuse box and the circuit breaker burnt my hand! I pulled the circuit breaker out. The haynes book I have doesn't have the schmatics for the power door...

There are buttons, however, they are hidden. If you line up on the metal post and press pretty hard on the seam on the seat you will fill the button in there. It is beneath the seam on the seat.

Here is the picture. It is the entire end piece that wraps around. It looks like I will have to get the grill and the bumper light out to get to the screws or bolts that hold this one piece into...

Where are the bolts that hold on the front bumper end caps? Do I have to take out the the lights or remove the grill to get to them? I need to replace the front right bumper end and short of ripping...

I was told by the place that put my tires on that they couldn't do an alignment because I needed new idle arms. Is there a way to tell if they are going bad?
