Yes you have to sand them correctly or the paint won't stick. No you do not have to sand it smooth, just get some scotch brite pads and scuff them untill you don't see any 'shiny' areas.

It's not mounted inside yet. I'm just gonna bolt it to the side of the console. My antenna is on a magnetic base, and it's mounted right in the middle of the roof just infront...
