If you have power locks the switch will be located right next to the manual lock. If it is not working then the fuse is the most likely problem. As for an owners manual you should be able to find one...

4" backspacing without any lift or minimal trimming will likely rub. With a stock blazer you want between 4.5" and 6" of backspacing or else modifications will be neccesary.

By any chance while you were swaping your columns did you mess with your brake light switch. If you managed to ground it or knock it out of adjustment the lights will come on.

You could try pacer performance flexy flares. They are universal but look pretty good if you take your time and install them properly. I will be putting the extra wide ones on mine when I return next...
