I had similar symptoms which I finally traced to a leak in the nut kit. I found that the nut kit and pressure regulator and gasket could be ordered from Amazon.com. No more sluggishness.

I repaired my rear defroster (93 S10 Blazer) by ordering a kit from frostfighter.com. They sell a conductive epoxy which works well--but it needs to be applied in a warm setting.
