Ok, re-did the test. again the initial fuel pressure coming out of the fuel filter was at 75-76 psi. after 10-12 mins it dropped to 55-56 psi.

Ok, after preforming the test as described above i go tthe following numbers:
fuel pressure at 58-59
after disconnecting the jumper wire for 10 minutes the pressure dropped to approx 56.
