No such thing as under-powering a sub. At least not in the sense that it is not safe.

And i dont know how the power combined with the positioning would cause any sort of problem...

A "blown" speaker doesnt make any noise at all. The coil(s) in a blown one melt (or the glue/coating does) and it ceases to function entirely.

One that is producing alot of scratchy/static sounds...
