most bearings need to have a load on it to tell if its bad or not, unless its just loose. But you cant always tell by spinning the tire in air which one it is!

if the motor itself isnt working i would try the fuse and resisitor first, those are the most common, if they are good then i would hook a good ground and power to the motor to see if it works and go...
