Is this multiport fuel injector spider supposed to look like this?

I bought a mpfi on ebay and the pictures don't have this steel plug in one of the fuel lines but it came like this. The steel plug wiggles a tad bit, but doesn't seem to come out. Should I yank this...

For the central sequential fuel injection spider, is it supposed to spray fuel out of the fuel injectors when the key is first turned to the run position to activate the fuel...

The bolt is about a millimeter down in the hole. I post a picture tomorrow if thatd help. I'm wondering if theres any tool that could cut a slot in it, even with the bolt being slightly down...

I took the plenum off and the bolt descends about a millimeter past the intake manifold :/ I guess I will have to try an easy out. After all, I cant make it much worse. Thanks for all of your help...
