Thanks for the input guys. I ended up tracing the problem to a clogged drain on the heater box, I guess its pretty common. I thought it was the heater core cause the windshield kept fogging up.

Sounds like they forgot to plug it in. Pull the two screws above your intrument cluster, and the whole trim piece just pulls off. check to make shure it's plugged in. And reassemble.
