The most important thing you can do right now before you start putting parts in it is, check the fuel pressure. That's what it sounds like to me, but there's no way of knowing unless you check it....

Actually I guess it could do that. Water is a conductor. Probably wouldn't be enough to activate the starter by itself, but could maybe hold it in once you activated it with the key. Makes sense.
