You have to be rolling in neutral at about 5 mph.

I had the same problem, replaced the fuel pump, it worked for a short time and failed again. I took the pump out and tested it and it worked. I had a bad sendng unit, replaced that and it now works...

I had the same problem with mine, also a 94. I took it off and cleaned it out real well. After re-installing the same it worked fine.
