Default 96 chevy blazer 4x4 engaging issue

Hey guys, just recently my 4x4 stopped working. When I hit the 4 high, I can hear it click/engage underneath the vehicle, but it doesn't fully engage. My light will stay on 4 high and not flash. But it is only running on the 2 rear wheels..Same with 2 low...What could the issue be? Since its kinda engaging and the light isn't flashing I assume that the transfer case is fine..Would it be a vacuum leak or the actuator? Or is there something I am missing? Thanks
