Shackle Lift Problem

I'm sure this topic has been all over here but I have some specific questions real quick. I've been spraying my shackles with WD-40 for couple weeks now with little luck. Iv been able to spin the right bottom shackle bolt all the way around and the bottom left shackle bolt to some degree before it wanting to spring back. The frame shackle bolts aren't wanting to move at all. So what would be easier and less time consuming. Torching the bushings out or sawing the bolts heads off?

Things Im afraid of:

1. Torch near a gas tank doesnt seem like the best idea because of it being a Zr2

2. I dont want to have them fired out and wont have enough room under there to get them through and thus will have to go into a frenzy dropping the gas tank and such since its a daily driver. So when I have them fired out there wont be much hammering right?

I cut heads of the bolts off with a cutoff wheel, then with a punch pounded out the bolts. Then I drilled the rubber in several spots till the center fell out. THEN, i had to chisel out the outer sleeve out of the frame. Yes it was a pain in the ass

Dang doesnt sound like fun at all so cutting the heads off doesnt sound like the best option. So firing out the bushings and replacing them sounds like the easier way out. As much as I hate the idea of someone else doing it for me, how much would you think it would cost if I brought it to a shop with the lift shackles and bushing ready to go? I'm guessing about 2 hours labor if they even do modifications ready to go.
