Tire and Wheel selection
I'm going to be lifting my 2000 4x4 here soon. It's only a 2" lift. I was wondering if I should/could run a 31" tire? Or should I just keep running my 235/75/15s? And, where should I look for cheap steel wheels? Or should I keep the stock aluminum wheels since they are already rated for the 4 wheel drive?

If you want cheap, a good tread pattern for what you plan on doing will make a huge difference. If you don't have a limited slip or locker, installing one will help your off road performance far more than any larger tire will. Keep the stock wheels if you can, they are very strong.

For the tires, it depends on your purpose. All terrain tires like Duratracs and Nitto Terra Grapplers are good options. For off roading, I heard good reviews about Destination M/Ts.
