Talking 1983 Blazer w 4wd looses power uphill

Ok.. so this is my first blazer. Really my first truck. I have owned Thunderbirds for around 15 years now but I moved to the desert So I wanted a 4x4 to go play.

I happen to live in an area that when I go to town, I have a ginormous hill to climb both ways and by the time I get to the top, I am at around 15mph in 1st gear ... It runs good enough on the highway, allthough it has no hard acceleration power.
No matter how hard I press on the accelerator, it will only gain speed at its own pace..in other words, Im taking off and I'm pressing the accelerator normally and it's gaining speed, but If I were to suddenly get in hurry, so I punch it.. it will still accellerate as though I never punched it... does that make sense... (well.. after all, I am just a dumb ole gril...lol)
I have already done a tune up. Didn't help
I am wondering if the problem could lie in the vaccum system. There are quite a few lines plugged with screws and some just MIA... at least I got it cheap..lol
Also, the previous owner said that when he bought it, the guy he got it from unplugged the vaccum hoses on the transfer case in order to save gas...hmmmm... Ok.. I appreciate any thoughts or tips...

i had a 85 that was like that. slower then dirt. it would cruise at whatever speed it was at but getting there was a pain, i dredded merging onto the highway. ended up being a really bad clogged catalytic converter i dont really know of a way to properly test it. it was a beater truck i ended up drilling like 3 holes in front of it in the exhaust, i figured i could just weld them up. truck about doubled its speed when i drove it

sounds like a carb issue also check your passing gear cable this cable runs from your trans to your carb i would suggest removing and replacing your catalytic converter or just removing it if you like the sound. if your carb has never been serviced or gone thru this is probably your issue if this is your issue i would recomend you get it rebuilt or buy an aftermarket carb and do a full tune up. hope this helps
