1994 cpi surges in closed loop

1994 cpi surges in closed loop
ive been fighting this for a while now. Runs great when in open loop as soon as it switches to closed loop it surges when accelerating. Put in new cat and muffler thinking i had to much back pressure. no change. cpi unit new, fuel pump new, checked timing, no codes,
