I am having the exact same problem. I just got done replacing the actuator cable as the one that was in it was cracked and seized up. After pulling the cable out I found that I could not move the shaft that the cable attaches to.
I wish I had an answer for you but I have yet to figure this one out. I am sure it will end up with me buying a new front differential. [:@]
