90' 4.3 L won't start! Please help!
what do you mean will not turn? as in; will not turn over engine or that it does nothing at all?
how did you test starter and solenoid? if you bench tested doesn't mean it is any good
did you check engine to frame ground? is it a manual or automatic?

could be neutral safety switch... search for it here and it will show how to check it
bench testing does not put it under load, so it could pass but not be worth anything
did you try bridging the solenoid to see if starter would engage?

When key is turned to START:
- If the lights do not dim at all as key is turned, then no power is getting to the starter. Cables/connections are dirty, loose, disconnected, frayed or broken.
- If the lights dim to nothing as key is turned, battery is low, and/or the cables are in poor condition, or the starter has excessively high internal resistance.
- If lights dim only slightly as key is turned, then starter is defective or worn (if it's turning very slowly).
on the solenoid there is two lugs that have wires connected. one is from the battery to the solenoid and the other is from the steering wheel
put your truck up on stands. turn key to accessories and take a screwdriver and bridge the two lugs. if the truck starts you have a bad solenoid

was there shims when you took your starter out?
if not loosen up the starter, push it up tight against inspection cover and hand tighten both bolts, then tighten half a turn , going back and forth till snug
