Default 91 s10 blazer 4x4 hubs won't lock!!

My driveshaft spins when I put it in 4 but the front wheels won't spin. What do I do. Is it the hubs or the axel

it has a vacuum actuator for the front axle that is usually under the battery tray. It is either broken or not getting vacuum. If it's broken it will have a tear in the rubber boot and will not hold vacuum.

^^Yup, check this first. You'll have to take the battery out and remove the tray to see it. Should be bolted to the passenger fender well. On a truck of this age, its not uncommon for the vacuum lines to deteriorate and develop holes. I'm slowly changing all of mine, and most of them which come out are all rotten.

If the vac actuator is working, the problem may also be a binding or worn-out actuator cable (which attaches to the vacuum actuator). Remove the cable and check it for smooth action.
