HVAC Venting, floor and defrost only

I seem to see this topic posted a lot in various places. I have the HVAC problem where I have air coming out of the floor vents and the defrost, but not out of the dash vents. I have combed through the vacuum lines directly behind the control panel, and every line appears to hold vacuum, and while I can see the actuators to the right of the drivers foot well move a little when I change settings, air still isn't going where it's supposed to. Does anyone know how to remove these actuators without breaking them as to access the doors that they control? Specifically the lower of the two, with two lines coming out of it?
Anyone else encounter (and solve) this problem?
