Did you bleed all the air out of the injector system? Just turn your key 4 or 5 or 6 times and let the fuel pump run, should eventually push all the air out..

How much fuel pressure do you have? You should have at least 60 to 65 for it to start right, especially when it's cold..If you still have the intake off, take one of the injectors and stick it in a bottle, now crank the engine and see if gas sprays out..It shouldn't just dribble or drip, it should be a cone shape spray.

If the engine is flooded, hold the gas pedal all the way on the floor and crank the engine a few times, the computer will go into the flood mode and clear it..

While you are using the fuel pressure gauge, monitor the fuel pressure leak down rate. If it pulls down more than 5psi in the first few minutes after the pump shuts off, you have a leak.

Is this a CPI or TBI engine? I am guessing it is a CPI.

i have good fuel pressure and no leaks found it holds 62psi for more than ten min but the regulator itself seems to be flooding out like it didnt seal properly, i replaced both o- rings and still not starting ?? i tried holding gas peddle on the floor and cranked and cranked it still nada

I would think if it didn't seal properly you would be losing pressure. All it does is limit the amount of fuel that can return to the tank so it can maintain the proper pressure. The main injector could be plugged. You need to determine if your injectors are spraying properly. solid fuel won't burn, it needs a vapor.

You cant flood the regulator. It just maintains constant pressure in the line. If it didnt seal right, you would be leaking down.

I would be looking over all the wire connectors, and closely inspecting that harness on the injector top, its an 8 dollar item and should be changed when you are inside there anyways. Have a real close look up the 2 holes on the injector plug, are those hair thin wires parallell or crooked???? You also have a coolant temp sensor up there that will cause your truck to not start if not plugged in again. Maybe wanna check the connector on the knock sensor too, it could have been knocked off, this is on the back of the engine on passenger side most times.

Are you using a gauge for real? Here is a video that may help you do the test proper.
